8th Session of Moroccan-Mauritanian High Joint Commission: 13 Cooperation Agreements, MoUs Signed in Rabat

The 8th session of the Moroccan-Mauritanian Joint High Commission, co-chaired on Friday, March 11, 2022, in Rabat by the Head of Government Aziz Akhannouch and the Mauritanian Prime Minister, Mohamed Ould Bilal Messoud, was marked by the signing of thirteen cooperation agreements and Memoranda of Understanding (MoU).

These agreements relate to the sectors of agriculture, animal production and health, fisheries and aquaculture, environmental protection and sustainable development, tourism, standardization and improvement of quality in the industrial sector, health, vocational training, regional planning, town planning and housing, as well as investment and enterprises.

In the agricultural field, the Minister of Agriculture, Fisheries, Rural Development, Water and Forests, Mohamed Sadiki, and his Mauritanian counterpart, Sidina Ould sidi Mohamed Ould Ahmed Ely, signed a cooperation agreement which aims to give new impetus to bilateral cooperation in the agricultural field, including the development of agricultural sectors, research and innovation, as well as the exchange of information in this field, as well as support for investment, public and private partnerships for the development of agricultural, agro-industrial and agricultural services projects.

The two ministers also signed a cooperation agreement in the field of animal production and health, which reflects the ambition of the two countries to develop and expand trade in animals and animal production and strengthen their relationship in this area.

This agreement also aims to develop animal wealth in terms of health, production and marketing of milk, production, industrialization and marketing of red meats as well as poultry farming and the exchange of information and expertise.

The third agreement, which was signed by Mr. Sadiki and the Mauritanian Minister of Fisheries and Maritime Economy, Dy Ould Zein, concerns maritime fishing and aquaculture.

It seeks to establish the bases and provisions governing cooperation between the two parties in this area, as well as maritime training, scientific research, the industry for the development, processing and marketing of fishery products and the fight against illegal fishing.

In the field of environmental protection and sustainable development, the Minister of Ecological Transition and Sustainable Development, Laila Benali, and Mr. Dy Ould Zein signed a memorandum of understanding for the preservation of the environment and sustainable development.

This memorandum aims to develop bilateral cooperation in the field of the environment on the basis of equality in terms of rights and mutual benefits within the framework of the prerogatives and laws of each country.

Under this memorandum, areas of cooperation include climate change, implementation of Nationally Determined Contributions (NDCs) in accordance with the United Nations Framework Convention on Climate Change, protection of biodiversity, management of natural resources, the protection of the marine environment and the coast, the fight against industrial pollution, the management and recovery of waste.

In the area of tourism, the Minister of Tourism and Social and Solidarity Economy, Fatima-Zahra Ammor, and the Mauritanian Minister of Commerce, Industry, Handicrafts and Tourism, Naha Mint Hamdy Ould Mouknass, signed an agreement aimed at encouraging cooperation between the two parties in the field of development, investment and training, the exchange of experiences between the two parties through the promotion of participation in fairs, festivals and tourist events organized in the two countries and encouraging investors to exchange visits.

The said convention also aims to encourage Moroccan investors to undertake tourism projects in Mauritania, to share the Moroccan experience with the Mauritanian party in terms of training engineering, by providing it with the educational tools necessary for hotel and tourism training, and to support the Mauritanian party through the sharing of expertise, documents and information necessary for the proper management of vocational training centers and schools in the field of hospitality and tourism.

For their part, the Minister of Industry and Trade, Riyad Mezzour, and his Mauritanian counterpart, Naha Mint Hamdy Ould Mouknass, signed a memorandum of understanding which aims to set up a framework for scientific and technical in the field of standardization, quality, certification, conformity assessment and training.

In accordance with this agreement, the two sides undertake to exchange visits and projects of common interest, including visits by experts and technicians, to cooperate in the field of training and to participate in conferences, workshops, exhibitions and meetings related to the subject of this memorandum.

The two ministers also signed an executive program in the industrial field which aims to put Moroccan experience in the industrial field and related activities at the disposal of Mauritania.

Under this program, the two parties will, in particular, organize meetings and field visits in order to support small and medium-sized enterprises and thereby improve their productivity and competitiveness, as well as the organization of meetings between Moroccan and Mauritanian industrialists and businessmen in sectors of common interest with the aim of developing programs for upgrading and restructuring industrial companies.

Regarding the medical care of Mauritanian patients in Moroccan public hospitals, the Minister of Health and Social Protection, Khalid Ait Taleb, and the Mauritanian Minister of Social Action, Children and the Family, Naha Mint Haroune Ould Cheikh Sidiya, signed an agreement which sets up a general framework to provide health care to certain Mauritanian patients who deposit the financial charges related to health care in all specialties available at the University Hospital Center Ibn Sina in Rabat and at the Ibn Rochd University Hospital Center in Casablanca.

In addition, the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri and Mrs. Naha Mint Haroune Ould Cheikh Sidiya signed a framework cooperation agreement in the field of vocational training between the Office for Vocational Training and Work Promotion (OFPPT) and the Ministry of National Education and the Reform of the Education System.

This agreement aims to set up a cooperation framework between the two parties through the support by the OFPPT of the Mauritanian side in the implementation of its human resources development plan, for the establishment of a system dedicated to the organization of vocational training establishments and the development of an action plan with a view to improving the action of establishments active in this field, in addition to the organization of training sessions in terms of creation small and medium-sized enterprises for the benefit of Mauritanian establishments.

An executive action plan was also signed by the Ministry of Territorial Development, Urban Planning, Housing and City Policy of the Kingdom of Morocco, Fatima Zahra Mansouri and the Minister of Housing, Town and Spatial planning of the Islamic Republic of Mauritania, Sid Ahmed Ould Mohamed.

This plan sets the framework for cooperation between the two parties in the areas of housing, city policy, urban planning and territorial planning with a view to developing and implementing joint programs in accordance with the two countries' national laws, through the exchange of experiences and good practices, the development of capacities and the exchange of expertise in areas of common interest.

In addition, a memorandum of understanding in the field of security cooperation was signed between the General Directorate of National Security (DGSN) of Morocco and the General Directorate of National Security of Mauritania.

Signed by the director of the judicial police at the DGSN, Mohamed Dkhissi, and the director of the judicial police at the General Directorate of National Security in Mauritania, Abdellah Ould Mbarek, this memorandum aims to develop security cooperation relations between the two countries, particularly in terms of preventing and effectively combating crime, particularly with regard to organized crime, criminal gangs, terrorism, crimes related to drugs and their derivatives, illegal arms trafficking, as well as assistance with entry, transit and irregular stay.

On this occasion, the 'Caisse de dépôt et de gestion' (CDG) and the 'Caisse des dépôts et de développement' in Mauritania signed a memorandum of understanding which aims to establish multidimensional relations in areas related to sustainable development, energy and ecological transition, risk management, information systems and digital transition.

This memorandum was signed by the managing director of CDG, Abdellatif Zaghnoun, and the director of the Caisse des dépôts et de développement in Mauritania, Youssouf Diagana.

A cooperation agreement was also signed by the President of the General Confederation of Moroccan Enterprises (CGEM), Chakib Laalej, and the President of the National Union of Mauritanian Employers, Zein El Abidine Ould Cheikh Ahmed, on the strengthening of investment and business opportunities between the Kingdom of Morocco and Mauritania.

The said agreement aims to strengthen direct relations between Moroccan and Mauritanian businessmen and to encourage them to intensify their activities in the service of the economy of the two countries, to organize promotional activities and to overcome obstacles that may hinder the implementation of investment projects and trade between the two countries, and to exchange experiences in the field of training, the deployment of assistance and advice to companies of the two countries, in addition to regular exchanges of visits, and the organization of meetings, forums and exhibitions.
