MFA Bourita: Consultative Meeting of Libyan House of Representatives Reflects Morocco's Firm Will to Resolve Libyan crisis
In a speech delivered on the official opening of the consultative meeting, which is an addition to the inter-Libyan meetings organized in Morocco with the aim of supporting a political solution to the Libyan crisis, MFA Bourita stressed that this important meeting and its strong presence reflect the firm commitment of the Kingdom of Morocco, under the leadership of His Majesty King Mohammed VI, May God Assist Him, to do everything possible to support efforts aimed at resolving the Libyan crisis.
Mr. Bourita noted, during this meeting which was attended by more than 110 members of the Libyan House of Representatives, that this also reflects the confidence and the recognition that Morocco enjoys among the Libyan brothers, from all geographical and political affiliations, reaffirming the Sovereign's attachment to everything that would strengthen the unity of the sister nation of Libya and the cohesion of its legitimate institutions.
"The Kingdom of Morocco will spare no effort to put in place the appropriate conditions, in order to bring closer points of view to unify the Libyan House of Representatives and bring together its members from the different regions of Libya (...) in a way to put an end to internal divisions and to meet the challenges relating to the next elections and the aspirations of the brotherly Libyan people, in order to reach consensus and a comprehensive and unified roadmap to definitively resolve the Libyan crisis under the aegis of United Nations," said Mr. Bourita.
In accordance with the vision of His Majesty King Mohammed VI, the Kingdom of Morocco firmly believes that the deepening of consultations and inter-Libyan dialogue is the most effective way to achieve the aspirations of the Libyan people for stability and development, and the best way to face the security challenges and negative aspects of how the Libyan crisis was dealt with, noted the minister.
He specified that Moroccan diplomacy invited the Libyan brothers to resolve their crisis according to a number of considerations, in particular the conviction that the solution in Libya can only come from the Libyans themselves and that the responsibility of the international community should not go beyond efforts to support Libya, ensure a space for dialogue and consultations and immunize this space against foreign agendas.
These considerations are also related to the acknowledgement that all attempts to put in place ready-made solutions for Libya have failed. They also touch on the experience of Morocco with the Libyan brothers, which began with the Skhirat process and then the Bouznika meetings.
MFA Bourita noted that this consultative meeting "is the first of its kind and constitutes a positive step forward in the process of efforts to unify the House of Representatives and restore the spirit of solidarity, cohesion and union in an institution legally elected in Libya since 2014".
He stressed the central role of the House of Representatives in the institutional structure of the Libyan State in accordance with the Skhirat Agreement, in particular the approval of legislation and public policies during the transition phase, the vote of confidence for or against the Council of Ministers, the adoption of the general budget, the supervision of the executive power and the approval of the general policy presented by the government.
In this regard, the Minister reviewed the expectations of this consultative meeting, in particular the rapprochement between the different components of the House of Representatives, the setting of the date and place of a meeting in the Libyan territory, the unification of positions and visions concerning the results of the Libyan political dialogue, the support of the agreements reached in Bouznika concerning the key positions, and the rehabilitation of the House so that it fully plays its role during the next period.
The Libyan people and the international community, he went on, await the results of the consultations undertaken to unify the ranks and broaden the horizons of a definitive political solution to the Libyan crisis, in order to ensure Libya's exit from the transition phase towards the phase of political stability, through the organization of legislative and presidential elections on the date announced by the United Nations Support Mission in Libya, namely December 24, 2021, on the basis of a constitutional process agreed upon between institutions and legitimate bodies in Libya.
At the end of the opening session of the meeting, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita received a distinction on behalf of the members of the Libyan House of Representatives.
