Mr. Bourita : Moroccan Sahara: Resolution 2548 Adopted by Security Council Brings Triple Message: Message of Clarity, Firmness and Consistency

Rabat, (MoFA) - The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, said on Saturday, october 31, that resolution 2548, adopted by the Security Council on October 30, 2020 and relating to the issue of the Moroccan Sahara, brings a triple message: a message of clarity, firmness and consistency.

A message of clarity first of all in the definition of the real parties to this regional dispute, by expressly pointing to the role of Algeria, cited no less than 5 times, while this country was not mentioned at all in previous resolutions before 2017, underlined the Minister in a statement on the adoption of resolution 2548 by the Security Council.

The Security Council therefore calls on Algeria to shoulder a role commensurate with its political, diplomatic, military and humanitarian involvement in this regional dispute, he said, stressing that "no political process is possible without the effective and constructive involvement of this country".
"Clarity then in the identification of the finality of the political process", added Mr. Bourita, noting that the resolution leaves no doubt on the commitment of the Security Council for "a realistic, pragmatic and lasting political solution ... which is based on compromise".

"This is the way of the Security Council to reiterate its commitment to a political solution and to definitively rule out all inapplicable options", he noted, adding that "the resolution clearly implies that any solution which is not pragmatic, is not realistic or achievable and is therefore to be ruled out".

Mr. Bourita also insisted on clarity in the course of the political process, through the round tables which must be attended by all the parties concerned, and in particular Algeria.

Indeed, the Minister went on, the resolution does not contain any reference to the referendum, while it refers 6 times to the political solution, noting that "those who continue to refer to the referendum option are not in line with the UN resolution which embodies both international legality and expresses the will of the international community.
As for the message of firmness, Mr. Bourita specified that it firstly concerns the issue of the census of the populations held captive in the Tindouf camps, the Security Council thus emphasizing the humanitarian responsibility of Algeria, which has the duty to comply with its international obligations.
The resolution calls on Algeria, "again, to consider the registration of refugees in the Tindouf camps," he said.

It also concerns firmness concerning the issue of the census of the populations in captivity in the camps of Tindouf, and the firmness for the respect of the ceasefire and the end of the acts of provocation and destabilization.

In resolution 2548, the Security Council joins the Secretary General's report in the concern over the recurring violations of the Military Agreement and the real threat to the ceasefire, the minister recalled, adding that indeed, the UNSG had reported to the Security Council 53 violations by the "Polisario" militias, and noted that the terms of Military Agreement n°1 were significantly less respected by the "Polisario".

The Secretary General has thus noted "an erosion" of collaboration with Minurso, said the Minister, noting that the Security Council had, since its resolution 2414 of 2018, asked the "Polisario" to carry out its immediate withdrawal from the buffer zone of Guergarate, and to refrain from engaging in such destabilizing acts, which could compromise the political process.
Regarding the message of consistency, the Minister insisted on consistency in the preservation of Morocco's achievements, in particular the Moroccan autonomy initiative as the basis of any political solution, and the parameters of realism, pragmatism and compromise, which characterize the Moroccan initiative.

In this regard, he stressed that several countries, notably permanent members of the Security Council, have also reiterated, on the occasion of this resolution, their support for the Moroccan initiative.

It also concerns the consistency in the preservation of the achievements of Morocco, in particular the consistency in the definition of the mandate of MINURSO, he said, explaining that the Security Council confirms that this mandate is limited to the strict observation of respect for the cease-fire and that it did not give in to the logic of political blackmail, banditry and harassment of the UN secretariat, which pushed for the modification of MINURSO's missions.

The resolution definitively confirms the mandate of MINURSO, whose presence is in no way linked to a hypothetical referendum, an option rejected by the Security Council, concluded Mr. Bourita.

On the eve of the celebration of the anniversary of the glorious green March, Security Council resolution 2548 reinforces Morocco's approach, which is based on international legality, the will of the people, the reality on the ground, the continuation of the development dynamic, and the increasing recognition of the international community, as evidenced by the multiplication of the opening of Consulates General in the southern provinces.
